Free for LEAs

Know your district's IEP compliance exposure before the state does.

Submit your recent SPP/APR Indicator 11, 12 and 13 figures, or up to 10 de-identified IEP PDFs under NDA. Within 24 hours you receive an LEA Compliance Exposure Report, scored and read by a specialist.

What the report covers

Six dimensions, each tied to a citation.

The same checks TPA Ventures runs on every draft, applied to the IEPs you already have on file.

  1. 01

    Goal measurability

Every annual goal is checked for a baseline, a criterion, a measurement method and a schedule, the four parts that make a goal auditable under 34 CFR § 300.320(a)(2).

  2. 02

    PLAAFP baseline specificity

Present levels are scored for numeric baselines, named assessments and an impact statement that connects the disability to general curriculum access, per § 300.320(a)(1).

  3. 03

    Timeline adherence

Initial evaluation, initial IEP, annual review and triennial dates are read against the federal clocks in § 300.301(c)(1), § 300.323(c)(1), § 300.324(b)(1) and § 300.303(b)(2), and against your state rule where it is shorter.

  4. 04

    Endrew F. defensibility

Goals and progress data are reviewed for whether the record shows progress appropriate to the student's circumstances, the standard the Supreme Court set 8-0 in Endrew F. v. Douglas County School District RE-1, 580 U.S. 386 (2017).

  5. 05

    PWN completeness

Each Prior Written Notice is checked for the seven required elements in § 300.503(b), including the options considered and rejected and the reason for each.

  6. 06

    Transition components for Indicator 13

For students 16 and older, the review confirms measurable postsecondary goals, transition services, agency invitations and student participation under § 300.320(b).

Findings, ranked

  1. High

14 of 40 goals lack a measurement method

Goals state a criterion (80% accuracy) without naming the probe, rubric or work-sample schedule used to measure it.

  2. High

9 PLAAFPs describe a need without a numeric baseline

Phrases like "struggles with decoding" appear where a words-correct-per-minute figure and the assessment date belong.

  3. Medium

6 PWNs omit the options considered and rejected

The notice records the decision but not the alternatives the team weighed, element 3 of § 300.503(b).

  4. Medium

3 annual reviews landed after the 365-day mark

All three fell in May. The pattern points to a scheduling bottleneck rather than a case manager issue.

  5. Low

2 of 11 transition plans lack an independent living goal where the team found a need

Both plans document the need in the PLAAFP but carry no corresponding postsecondary goal.

How it works

Four steps, 24 hours.

  1. 01

    Request the report

Tell us your district, state and active IEP count. A compliance specialist replies the same business day.

  2. 02

    NDA and secure upload link

We send a mutual NDA and a one-time upload link. You submit Indicator 11, 12, 13 figures, up to 10 de-identified IEP PDFs, or both.

  3. 03

    Automated scan plus specialist review

TPA Ventures scores every goal, PLAAFP, notice and date. A former special education director reads the results and writes the findings.

  4. 04

    30-minute readout

Within 24 hours you receive the report and a call invitation. We walk through the findings and what to fix first. No sales pitch on that call.

What we never do

The rules for handling your files.

  • No student names required

Indicator figures carry no student data at all. IEP PDFs are accepted only after names, dates of birth and student IDs are removed.

  • De-identified only, under NDA

Files move through a one-time encrypted link into U.S.-only storage. Access is limited to the two people assigned to your review.

  • Deleted 30 days after readout

Every file and derived score is purged 30 days after your readout call, with a written deletion confirmation.

  • Never used to train models

Review files are never used to train or tune any model, the same commitment that covers every TPA Ventures customer.

Request

Request your exposure report.

A compliance specialist replies the same business day with the NDA and your upload link.

Send Indicator figures only if you prefer. You can add de-identified IEPs later for a deeper read.

Do not include student names or records in this form. We use your details only to respond, under our privacy policy.

Health check questions

Is the health check really free?

Yes, for any LEA, cooperative or charter network in the United States. There is no fee, no trial to start and no obligation to buy. We run it because districts that see their exposure in numbers tend to become customers on their own schedule.

What do we need to send?

Either your most recent SPP/APR Indicator 11, 12 and 13 figures as reported to your state, or up to 10 de-identified IEP PDFs from the current or prior school year, or both. The PDF route gives the richer report because it lets us score goals, PLAAFPs and notices directly.

How do we de-identify IEPs?

Remove the student name, date of birth, student ID and parent names, and redact any names inside the narrative. A black box in your PDF viewer is enough. If a file arrives with identifiers still visible, we delete it and ask you to resend.

Who reads our files?

An automated scan runs first. Then one compliance specialist, a former district special education director or compliance coordinator on our staff, reviews every finding before it reaches you. No one else has access.

Can the report be shared with our board or state monitor?

The report is yours. Districts share it with cabinet, boards and attorneys. It is a review of documentation quality, not legal advice, and it does not replace counsel or your state education agency's monitoring determination.

See the exposure first. Decide about the platform after.

The report is yours to keep either way. If the findings point to a drafting problem, TPA Ventures fixes it at the source.
