Where Iowa differs from the federal baseline
- Area Education Agencies (AEAs) conduct much of the evaluation work and share responsibility for special education with districts.
- Iowa's 2024 AEA restructuring moved general supervision of special education to the Iowa Department of Education.
- Transition planning must begin in the IEP in effect when the student turns 14, earlier than federal age 16.
- Iowa uses a problem-solving, intervention-based approach to evaluation and does not use separate disability categories for eligibility.
